What you may do with this data

Disclosure API v1 is available for retail use. The free tier needs no key and requires attribution. Institutional delivery is unavailable and cannot be switched on by a setting.

Why this page exists. This boundary governed the API from the day it shipped and was published nowhere a caller could read it. The free tier’s attribution requirement was the sharpest case: a condition we asked for and never stated. Our Terms of Service also described the API as available on a paid tier, which was never true of v1 — that clause has been corrected in the same change that published this page.

What the plans permit

Free tier — no key, attribution required

Anyone may call the disclosure routes without an account or a key, up to 25 rows per request and 60 requests per fixed UTC hour per IP on each route family. Free use requires attribution wherever the data is shown. The line "Data: Veridion Markets — veridionmarkets.com" satisfies that requirement; a link to the source page satisfies it equally. This requirement existed before this page and was not published anywhere a caller could read it, which is the defect this page corrects.

Developer — individual and small-business applications

A provisioned key raises the row ceiling to 1000 rows per request and permits use inside individual and small-business applications, within the limits the key is issued under. Keys are provisioned by hand today; there is no self-service issuance.

Daily snapshot — a separately quoted add-on, not part of Developer

The daily bulk snapshot is not included in the Developer plan. It is carried by the read:export scope on a provisioned key and quoted separately; the API returns 403 to a key that does not hold the scope. Delivery as a single file changes nothing about permitted use — the redistribution prohibition below applies to a snapshot exactly as it applies to the paged endpoints. Until 2026-09-21 this scope was issued to every Free and Developer key by default, and this clause records that correction rather than leaving the licence silent about it.

The underlying records are public domain

United States government records carry no copyright. Veridion does not claim the filings. What Veridion licenses is its own collection, parsing, normalization and receipt-linking of them — and only for rows Veridion collected itself from the government system of record.

What no plan grants

These are not tier restrictions that a larger licence lifts. They hold at every tier, including one that does not exist yet, because each one would misstate the source record.

No redistribution or resale of the served corpus

Retail access does not carry redistribution rights. Republishing, reselling or sublicensing the served rows as a dataset is outside every current plan. Showing individual rows inside your own product, with attribution, is not redistribution.

No plan grants the right to present a midpoint as an exact amount

Congressional disclosure amounts are filed as ranges. Veridion serves the range and, where it serves a midpoint, labels it as one. Presenting a midpoint as the amount actually transacted misstates the source record, and no tier permits it.

No plan grants the right to infer motive

A filing records that a transaction happened and when it was disclosed. It does not record why. Presenting Veridion data as evidence of intent, knowledge or wrongdoing is outside every plan.

No plan grants the right to remove government-source attribution

Every served row carries its House Clerk, Senate eFD or OGE source URL. Stripping that link breaks the one property that makes the row checkable, and is outside every plan.

Institutional delivery is unavailable

Institutional bulk files, redistribution rights and institutional entitlements are not offered. This is a compile-time boundary in the served contract, not an account setting and not an environment variable: the API reports `institutional_delivery.available: false` on every status response. It clears only when all of the following exist.

  • A dated, generation-pinned audit traces every served row to an allowlisted first-party collection channel through its source version. Missing links and unknown origins refuse the proof; a government receipt URL alone is not collection evidence.
  • Retained history and the exact downloadable export are checked separately. The export is downloaded and verified against its published checksum, row hashes and Merkle root; its rows are reconciled to the pinned serving generation.
  • Unattributed warehouse rows are reviewed individually and remain excluded unless original collection evidence supports attribution. A reviewed permanent exclusion records its reason and date. An unserved row with unresolved origin does not by itself prove contamination of the served corpus.
  • Counsel reviews the applicable agreements and permitted uses in writing. A reviewed release then implements institutional authorization and delivery. Neither a successful technical audit nor an environment setting grants institutional rights.

What is in the corpus, and what is not

The API serves only rows Veridion collected itself from an official government system — the House Clerk parser, the Senate eFD collector, or the OGE parser. Rows that entered the warehouse from a commercial data vendor are excluded at the database view regardless of any receipt URL they carry, because a receipt URL proves where a document lives, not who collected the row.

What Veridion does not offer

Stated plainly rather than left for a buyer to discover. Each line is something Veridion has not agreed to, and none of them is implied by using the API.

  • No uptime commitment and no service-level agreement. Veridion publishes measured response history and labels it as measurement, never as a commitment.
  • No support response target. There is one support mailbox and no agreed response time; access requests are answered when they are read.
  • No data processing agreement. One has not been drafted or reviewed by counsel, and none is implied by use of the free tier.
  • No redistribution licence at any current tier.
  • No indemnity for decisions taken on this data. It is a record of public filings, not advice.
