api_rate_limit_unavailable

The request budget is temporarily unavailable.

What it means: The shared anonymous counter could not be read, or trusted client addressing is unavailable. No quota balance is published and no disclosure read runs.
What to do: Wait for Retry-After, then retry. If it persists, quote X-Request-ID to support.
Retry: Retry later; the request was sound. Every 503 carries Retry-After with the minimum wait.
Who changes what: Veridion. The request was sound; something on our side did not answer within its budget or failed a check. The API returned nothing rather than something partial.
