Evaluator usage evidence could not be recorded.

What it means: Evaluator-tier requests are metered in the database as evidence of use. Successful responses are withheld when usage cannot be confirmed. A terminal metering failure never replaces an existing 4xx status or problem code; it is logged internally under the request identifier.
What to do: Wait at least the Retry-After interval before retrying. The delay is a backoff instruction, not an estimate of recovery time.
Retry: Retry later; the request was sound. Every 503 carries Retry-After with the minimum wait.
Who changes what: Veridion. The request was sound; something on our side did not answer within its budget or failed a check. The API returned nothing rather than something partial.
