full_history_requires_developer

A Developer key is required for historical access.

What it means: Anonymous, free and evaluator callers may read only the globally recent 25 serving candidates. Cursors and as_of cannot widen that window.
What to do: Remove cursor/as_of to read the free window, or use an entitled Developer key.
Retry: Fix the request; do not retry as sent.
Who changes what: The caller. The request as sent cannot be answered; the detail field says why.
