The OGE transaction identifier is invalid.

What it means: The path does not carry the stored 64-character lowercase hexadecimal OGE transaction identifier.
What to do: Use transaction_id exactly as returned by /api/v1/executive.
Retry: Fix the request; do not retry as sent.
Who changes what: The caller. The request as sent cannot be answered; the detail field says why.
